Pending the Secretary of State's decision upon the

main question viz whether the tunnel should be constructed by contract, the Consulting Engineers have sent the following telegram to the Resident Engineer

"In case it is settled adopt contract for tunnel please "prepare and forward to us at once specification drawings "documents relating to for approval. Contract must be "entered into here".
